5.0Main Function:
Participates in and coordinates all activities of Project from initial stage to completion including the work of licensors, Engineering consultants and contractors. Ensures close co-ordination with End-Users throughout the execution of project up to the stage of Final Acceptance. The major challenge is to ensure the completion of the project on time while meeting the design intent, project specification, within budget and complying with HSE and Quality standards
6.0Duties and Responsibilities:
6.1To function as a Technical Expert and Coordinator in the Management of project.
6.2To participate and coordinate in the development of tender doe tender pricing for the selection of the Engineering Consultant and Contractors.
6.3To provide professional expertise in the selection of contractors with particular emphasis on pre-qualification, bid evaluation, pricing and quantities etc., and site management in relation to site arrangements, overall logistics, etc.
6.4To participate, coordinate and assist in the development of detailed statement of requirements and strategy for implementation of various project phases, such as, detailed engineering, construction and commissioning.
6.5To coordinate the Project Management Team ensuring effective implementation of project plan.
6.6To comment on contractor doentation. Ensures distribution of these doentation to all concerned parties for comments, consolidate received comments and issues to contractor. In case of conflicting comments mediate and resolve.
6.7To direct and supervise the activities of assigned specialist to the project during engineering and construction phases.
6.8To coordinate and monitor the progress of work performed by Consultant, Sites engineer and Sub-contractors. Identify any bottlenecks and recommends corrective action to ensure smooth and timely completion of each project.
6.9To ensure proper coordination between the Consultant and Project Management Team, end user and Engine and other agencies involved in the project to ensure proper progress of the project.
6.10To ensure that the contractors submit the required doentation in the specified format including the project closeout report and submit overall progress report.
6.11To review contractors subcontracting strategy and pre-qualification of subcontractors.
6.12To ensure that contractor’s strategy, plans, specifications, methods and procedures for construction are in accordance with the scope of work, specification etc.
6.13To ensure that best industry practice is applied in the selection of equipment, material, systems, work methods, testing etc.
6.14To ensure cost effective solutions and application of value added in the area of construction strategy, plans, specifications, methods and procedure throughout the assigned Project.
6.15To ensure safety of work methods, procedures and installation and review site safety audit plans and lead the team for site safety audit implementation.
6.16To review Contractors Organization for construction and commissioning.
6.17To review and endorsement of contractor progress measurement.
6.18To certify Contractors invoices and endorse for payment.
6.19To review contractors pre-commissioning and commissioning procedures and plans.
6.20To coordinate Contractors pre-commissioning and commissioning activities.
6.21To monitor and manage project completion punch list and ensures that all construction and commissioning activities are completed and accepted to allow release to contractors.
6.22To monitor the procurement cycle of required projects materials from A to Z.
7.0Qualifications: Bachelor Degree in Civil Engineer
8.0Experience: Minimum 5 years related experience in construction project implementation
9.0Requirements:
9.1License Engineer, Knowledge in AutoCAD and Primavera
9.2Strong analytical skills and attention to details
9.3Able to work on extended hours to fulfill and respond to emergency situation
