# JOB DESCRIPTION – PROCUREMENT MANAGER

**Position:** Procurement Manager
**Industry:** Building Construction / Contracting

**Employment Type:** Full-Time

## JOB PURPOSE

The Procurement Manager will be responsible for managing the company's complete procurement function, including sourcing, purchasing, supplier and subcontractor management, negotiations, cost control, and timely delivery of materials, equipment, and services required for construction projects.

## KEY RESPONSIBILITIES

1. Procurement Management

* Develop and implement procurement strategies aligned with project and company requirements.
* Manage the complete procurement cycle from purchase requisition to delivery and payment.
* Review material and service requirements received from project teams.
* Ensure timely procurement of construction materials, equipment, tools, and services.
* Prioritize procurement activities based on project schedules and critical requirements.

2. Supplier & Subcontractor Management

* Identify, evaluate, and prequalify reliable suppliers and subcontractors.
* Develop and maintain a strong supplier and subcontractor database.
* Obtain and compare competitive quotations.
* Negotiate prices, payment terms, delivery schedules, warranties, and contractual conditions.
* Monitor supplier and subcontractor performance and resolve issues related to quality, price, and delivery.

3. Cost Control & Commercial Negotiation

* Achieve competitive pricing while maintaining required quality standards.
* Negotiate favorable commercial terms to reduce procurement costs.
* Monitor procurement budgets and identify cost-saving opportunities.
* Prepare quotation comparison sheets and procurement recommendations.
* Ensure purchases are made within approved budgets and company procedures.
* Monitor market prices and construction material trends.

4. Construction Material Procurement

* Manage procurement of civil, structural, finishing, MEP, and general construction materials.
* Coordinate with project and engineering teams to ensure materials comply with approved specifications.
* Ensure materials are sourced from approved suppliers.
* Follow up on material approvals and ensure procurement is aligned with approved submittals.
* Coordinate timely delivery of materials to project sites.

5. Project Coordination

* Coordinate closely with Project Managers, Project Engineers, Site Engineers, , Planning, Commercial, and Accounts departments.
* Review project material schedules and procurement plans.
* Identify long-lead items and ensure early procurement.
* Monitor delivery schedules and prevent material shortages or project delays.
* Provide regular procurement status updates to management and project teams.

6. Purchase Orders & Doentation

* Review and approve purchase orders in accordance with company procedures and delegated authority.
* Ensure purchase orders clearly define specifications, quantities, prices, delivery dates, payment terms, and other conditions.
* Maintain proper procurement records and doentation.
* Monitor outstanding purchase orders and pending deliveries.
* Ensure proper doentation for invoices, delivery notes, and material receipts.

7. Quality & Compliance

* Ensure all purchased materials meet approved specifications and quality requirements.
* Coordinate with and engineering teams regarding material approvals.
* Ensure suppliers provide required certificates, test reports, warranties, and compliance doents.
* Ensure procurement activities comply with company policies, project requirements, and UAE regulations.


Candidate Requirements

QUALIFICATIONS

* Bachelor's Degree in **Engineering, Supply Chain Management, Business Administration, Procurement, or a related field**.
* Minimum **10–12 years of procurement experience** in the construction or contracting industry.
* Strong UAE construction procurement experience is highly preferred.
* Proven experience managing construction materials, suppliers, subcontractors, and purchasing activities.
* Strong knowledge of the UAE construction supply market.
* Experience in procurement for building construction projects is essential.
